Foreign Office, March 10, 1911. YOUR telegram No. 71 of 8th March: Shanghai-Ningpo Railway. British and Chinese Corporation are telegraphing to Mayers their willingness to accept proposal in principle, subject to authorisation of British court and to the conditions mentioned in the third paragraph of his telegram of 8th March. They further stipulate that any of the loan funds already expended actually or nominally on the Shanghai-Ningpo Railway shall be replaced by the Chinese Government.
